Short Abstract:
Socio-economic development of regions plays a key role in economic development of the country as it is considered the basis of the national economy. So any policy making should take all regional development features into account in order to foster sustainable development of the country altogether.
Long Abstract:
The Kyrgyz Republic is a mountanous, landlocked country in Central Asia. At present time, regional or rural development is the main objective of numerous national programs because about 60% of total population reside in rural areas and 40% of total working age engage in agriculture. As the basis of national economy, socio-economic development of regions should be approached constructively, comprehensively and integrally. Therefore, the panel will address the issues regarding unemployment in the country as a global issue, financing agriculture to ensure food security, the role of taxes in the economic sustainability of the country and the concept of sustainable rural development. In the papers, the authors will provide their studies done for discussion and futher recommendations and actions.

Issues of rural development has become the main challenge towards sustainable development of any country, regardless it has developed or underdeveloped political economy. In the contemporary world, development process is an interconnected system of all socio-economic activities at all levels.
Paper long abstract:
By present, the Kyrgyz Republic, which for last three decades concetrated mainly on international development and globalization of all political, economical and social processes, has turned its policy making and national interests to rural development or development regions. The country has implemented a lot of national strategic programs toward to get smoothly integrated into global processes, but with underdeveloped rural economy, infrastructure and human capital, the Kyrgyz Repubic is not able to sustain for a long perspective. In this regard, the working paper provides the study of all concepts of sustainable rural development which fits to all inherent political, economical and social features, as well the geographical and climate conditions are taken into account. Additionally, the successful experience and practices of mountainous countries in development process will be explored for further study in the framework of the Kyrgyz rural development. So far, the Kyrgyz Repubic promote the Green Economy concept which can be stated as one of the concept of sustainable development, but how it relates to rural development is under consideration.

Все это затрудняет изучение проблем рынка труда, усложняет возможности эффективного противодействия росту безработицы, поддержания занятости, обеспечения социальной защиты граждан.

В Кыргызской Республике сельское хозяйство занимает важную роль в обеспечении продовольственной безопасности, уровне занятости и благосостояния граждан. Около 66% населения проживает в сельской местности и 62% субъектов предпринимательства осуществляют деятельность в сельском хозяйстве. Исходя из вышеизложенного Кыргызская Республика является аграрной страной и отрасль сельского хозяйства остается важным и стратегически значимым приоритетом деятельности Правительства Кыргызской Республики (далее – ПКР).
В целях устойчивого развития сельского хозяйства ПКР с 2013 года запустило цикл проектов «Финансирование сельского хозяйства» (далее - ФСХ), в рамках которой из республиканского бюджета выделяются средства на субсидирование процентных ставок кредитов, выдаваемых коммерческими банками. На сегодняшний день реализуется 9 цикл Проекта ФСХ (ФСХ – 9) и с момента запуска 1 цикла проекта «ФСХ» ПКР выделило из республиканского бюджета средств в сумме более 5,6 млрд. сом (из них 918,2 млн. сом – задолженность Министерства экономики и финансов КР перед коммерческими банками), что позволило выдать кредиты 112 035 субъектам предпринимательства в сумме 46,1 млрд. сом.
In the Kyrgyz Republic, agriculture plays an important role in ensuring food security, employment and the well-being of citizens. About 66% of the population lives in rural areas and 62% of business entities are engaged in agriculture. Based on the above, the Kyrgyz Republic is an agricultural country, and the agricultural sector remains an important and strategically important priority of the Government of the Kyrgyz Republic (hereinafter - PKR).
In order to ensure sustainable development of agriculture, since 2013, PKR launched a cycle of projects "Financing of Agriculture" (hereinafter - FFA), which allocates funds from the national budget to subsidize the interest rates of loans issued by commercial banks. To date, 9 cycle of the project FVA (FCA - 9) is being implemented, and since the launch of cycle 1 of the project "FVA" CDD allocated from the national budget funds of more than 5.6 billion soms (of them 918.2 million soms - debt of the Ministry of Economy and Finance to commercial banks) that allowed to issue credits to 112 035 business entities in the amount of 46.1 billion soms.
