Abstract:
Inter-stake cooperation and initiatives on tackling green related matters within green agenda have been going on with many challenges in political and socio-economic context in Kyrgyz Republic. Thus, these challenges, in its turn, impact on states’ readiness to face growing risks in efficient ways, espessially on human capital capacity. To prevent future green related disputes, it is paramount to introduce green approaches and technologies that will enrich human resoureses in order to efficiently use a limited amount of natural resourse, for example, drip irrigation in agricultural sector. Moreover, developed nations possess wide and solid skills, practices and policies on producing and promoting green technologies on national and international levels. Hence, developing nations, like Kyrgyzstan, could and should learn successful practices to be able to tackle a mounting risks caused by climate change. Cooperation with development partners, businesses and stakeholders could speed up the gain of human and financial capital to intervene challenged areas more efficiently. Domestic stakeholders could facilitate such cooperation by paving way to fruitful outcomes in many ways, as interest in promoting green economy and sustainable development is quite high.

Climate change and its negative consequence have pushed the world community to the greening their economies. Among the available and sometimes only resources for the growth of developing countries is human capital.
The aim of the research is looking at both human capital and green skills in relation to sustainable development, as environmentally sustainable growth is one of the urgent and critical goals for all.
Green jobs among other components of sustainable and green growth emerge as a result of commitment towards environmental sustainability. That, in particular, comes from the transition to greener forms of production, distribution, and consumption as a source of long-term benefits in the form of reduced environmental damage and new opportunities for economic development.
Another question comes with the term "green" skills which is closely related to green jobs and not only.
It should be looked at from the point of industries where the green transition is taking place and factors such as job tasks, formal education requirements, and the professional pathways through which employees acquire and carry know-how.
The research aims to investigate the green skills needed in Central Asian on its way to a green economy transition and what policy in developing the human capital can be implemented in boosting this process.
Paper abstract:
The concept of green growth and sustainable development is becoming a world ideology, which defines the vector of transformation of the world economy.
While developed countries have solid experience and well-functioning financial market tools to fund and promote green initiatives, the rest of the world finds it difficult to implement them in light of the current global challenges.
Foremost the urgent issue of ensuring sustainable growth is the transformation of the financing system and the formation of a new financial paradigm based on the principles of responsible investment and social consciousness of business.
The research aims to study both theoretical and practical aspects of the formation of a national green finance model in order to ensure progressive sustainable growth in the conditions of developing countries. And to study the experience of the developed countries in developing the green financing mechanism and the climate bond market in order to identify national characteristics and the possibility of applying their successful experience in Kyrgyzstan.
