Abstract:
The mountains of Central Asia have been always viewed as water towers supplying all living with fresh water and as unique ecosystems providing with habitats for flora and fauna. But, in recent years, the rapid population growth over the world, in Central Asia in particular, has led to the radical increase of irrational production and consumption of energy and natural resources. Additionally, the extensive land use and exploitation in order to increase the higher volume of agricultural production and industrialization to supply more technical equipment and machines have caused an increasing level of the greenhouse gases in the Earth’s atmosphere by provoking climate change. Specifically, the more vulnerable groups of population due to global warming have become rural residents who are mainly engaged in agriculture in mountainous areas as such. So, the recent national strategies of the Central Asian countries have been re-considered to promote sustainable mountain development with active participation and involvement of all stakeholders. Nowadays, the use of IT products and services allows SMEs to digitalize most their services to monitor their activities and to get the live consultations mostly on agricultural issues as done in Uzbekistan and Tajikistan. While in Kyrgyzstan and Kazakhstan, green technologies have been ubiquitously applied in agriculture and industry sectors with financial and technical support of international financial institutions. Moreover, international and national research community currently studies the experiences and policies of developed countries focusing on mountain development in order to bring into light of better lessons learnt and successful cases of mountain development for the countries of Central Asia.

The paper analyzes the current issues of changing the sectoral structure of the economy of Kyrgyzstan, which has changed radically since independence. It is possible to distinguish several stages in the development of the country's economy. At each stage, the goals and main drivers of economic growth have been changed. The new drivers of economic growth were the following sectors: mining industry, construction, trade and goods and services. The share of large industries from the Soviet period has fallen significantly. The current structure of the economy and foreign trade is unsustainable. It is characterized by a strong dependence on the conjuncture of the mining industry, the economic situation in the Russian Federation, migrant remittances and loans from the PRC. Kyrgyzstan's economy needs fundamental changes in its structure, achieving high-quality and balanced growth by improving the investment climate and encouraging entrepreneurship. In addition, when introducing new changes into the economic structure of the country, it is necessary to take the contemporary environmental issues such as climate change into account. Given the small number of large investment opportunities, it is necessary to focus on the creation of an institutional environment favorable to the development of small and medium businesses in the country. We hope that the paper will be useful to researchers and policy makers who elaborate economic policy, as well as teachers and students of social sciences

Paper abstract:
The paper highlights the importance and value of the mountainous areas in creating new perspectives and opportunities through renewable energy resources. Specifically, the Central Asian mountains are claimed to have a robust potential for greening economies in the given region. In general, the priority areas of sustainable development of the Central Asian countries’ strategies are considered the following aspects: sustainable hydropower generation; promotion of small and medium-sized industrial enterprises, ecotourism, smart agriculture and biodiversity conservation; and accountable mining and resources extraction. Among all above mentioned, however, in mountainous areas of Central Asia the energy production by generating hydro-, wind, solar or geothermal power, is stated as one of sustainable development policy options. The paper studies an energy potential of the countries of Central Asia, mainly mountainous areas, and how sustainable mountain development is based on extracting green energy. In the paper the Green Energy Road Map of Central Asia is developed in order to explore advantages and disadvantages of using green energy nowadays and in future.
Paper abstract:
The paper overviews the experiences and knowledge of the European countries that have already elaborated policy making in sustainable development of their mountainous areas. What kind of and in what way sustainable development models were studied, designed and implemented in relation to the mountainous areas of the European countries are reviewed in the paper. Whether the European mountain development policies and practices are applicable for the Central Asian region is examined in terms of sustainability, accountability, efficiency and appropriateness. In addition, the paper aims to develop the theoretical background of sustainable mountain development in Central Asia.
