The number of foreign workers in Japan is expected to reach approximately 2.57 million by 2025, reflecting diverse backgrounds. Among them are highly skilled professionals holding “Engineer/Specialist in Humanities/International Services” visas, including individuals from Europe. However, their employment remains concentrated in urban areas, while Japanese language support systems in regional areas are still developing. This study analyzes the awareness of regional companies and presents findings that may contribute to Japanese language education settings in Europe. A preliminary survey conducted between 2022 and 2023 targeted 30 companies in City A in the Kansai region, including firms employing highly skilled foreign workers. The results indicated that, besides Japanese language proficiency, companies expect a high level of professional expertise. They also pointed out the limited connections between foreign employees and local communities. Furthermore, many companies rely on local governments or external organizations for Japanese language support. In 2025, a large-scale survey targeting 1,000 companies within the prefecture was conducted, receiving responses from 241 companies. The results show that regional companies place importance on the long-term settlement of highly skilled foreign personnel and their integration into local life and communities. Influenced by the Act on the Promotion of Japanese Language Education (2019), companies increasingly recognize Japanese language education as part of employee welfare and support systems. The importance of understanding Japanese culture and customs and promoting interaction with local residents was also highlighted. This study proposes a “regional platform-based support” model that promotes collaboration among local governments, companies, and educational institutions. Such a model could guide a shift in Japanese language support—from employment-oriented assistance often provided by European educational institutions toward support aligned with the needs of regional companies in Japan. While previous studies on foreign workers have focused on language ability and educational systems for technical intern trainees, mainly on syllabi, teaching methods, and textbook development, the “dispersed regional model” discussed in this study emphasizes educational systems as infrastructure for social integration. It may contribute to addressing challenges such as migrants’ language acquisition, workplace adaptation, regional settlement in Europe’s peripheral areas, support for European learners seeking careers in Japan, and teacher education.

| Poster abstract in Japanese: | 外国人散在地域における企業と連携した日本語支援体制の構築 就労のための日本語に関して 服部 圭子（近畿大学） 新矢 麻紀子（大阪産業大学） 御舘 久里恵（鳥取大学） 日本の外国人労働者数は2025年に過去最高（約257万人）でその内訳も多様化している。欧州圏からも「技術・人文知識・国際業務」資格を持つ高度人材が来日している。だが、彼らの就業先は都市部に偏る傾向があり地方圏（散在地域）での日本語支援体制の構築は発展途上である。本研究は、地方企業の意識を分析し、欧州の日本語教育現場へ資する知見を提示することを目的とする。2022年から2023年に関西地域A市の高度人材を雇用する企業を含む30社を対象に予備調査を行い、「語学力」に加え「高い専門性への期待」と「地域社会との接点不足」が確認され、日本語支援は自治体や社外に依存する志向が窺えた。これを踏まえ、2025年に県内企業約1,000社対象の大規模調査を実施し241社から回答を得た。調査の結果、地方企業側が「高度人材の生活・地域定着」を重視し、「日本語教育の推進に関する法律」(2019)の影響から日本語教育を福利厚生の一環として捉え直す動きが顕著となった。その他、「日本文化や習慣への理解・適応」「地域住民との交流」の重要性も見いだされた。本研究が提案する行政・企業・専門機関が連携する「地域プラットフォーム型支援」は、欧州の教育機関が担う就業支援としての日本語教育に、地方企業のニーズに基づいた就労のための日本語支援への指針となるであろう。また外国人労働者の研究は、技能実習生の日本語能力や教育体制の研究もあるものの（布尾2018;真嶋編著2021等)、シラバスや教授法、テキスト開発の面から論じられることが多いが、この「散在地域モデル」は社会統合のインフラとしての教育体制を論じる点に独自性がある。移民の言語習得と職場適応、欧州の地方圏との地域定着の共通課題、日本でのキャリア形成を志向する欧州の日本語学習者への情報提供、教師が地域や企業の課題に主体的に関わる姿勢の育成にも貢献できると考える。 参考文献 布尾勝一郎（2018）「介護分野の外国人技能実習生に求められる日本語能力はいかに議論されたか：厚生労働省有識者検討会を題材に」『佐賀大学全学教育機構紀要』pp.71－83. 真嶋順子（編著）（2021）『技能実習生と日本語教育』大阪大学出版会.
