Description
This presentation examines the development of heritage Japanese language education in Germany through the lens of collaboration between Team Motto Tsunagu (TMT) and the Japan Cultural Institute in Cologne (JKI). TMT, established in 2015, aims to empower children and families living in multilingual and multicultural environments, primarily in Germany. In 2021, TMT launched the “The Watashi-go Portfolio” (Wata-Poto) and, in partnership with JKI, began operating the portal site “Tsunagu,” which connects multilingual families and supports Japanese language development among children. JKI has been involved with TMT since its inception, co-hosting lectures and events prior to the launch of the Tsunagu site. Following the enactment of Japan’s Basic Act on the Promotion of Japanese Language Education (2019) and related policy guidelines (2020), JKI incorporated heritage language education into its project plans and expanded initiatives targeting German-speaking regions. Since 2021, collaboration has deepened through joint management of the Tsunagu site, dissemination of Wata-Poto, and co-hosted workshops promoting its pedagogical approach. For this study, we reviewed TMT activity records and JKI project reports to analyse collaborative practices and their impact on heritage Japanese language education in Germany. Findings indicate that cooperation between TMT, focusing on family support, and JKI, providing institutional backing, has fostered broader program development and new network formation. Based on these outcomes, we discuss factors contributing to successful collaboration and identify challenges for future expansion of heritage Japanese language education initiatives.
| Poster abstract in Japanese: | 「協働」がつなぐドイツの継承日本語教育の展開 チーム・もっとつなぐとケルン日本文化会館の事例から 菊岡 由夏（国際交流基金ケルン日本文化会館） 三輪 聖（岡山大学／チーム・もっとつなぐ） 本発表は、チーム・もっとつなぐ（以下、TMT）と国際交流基金ケルン日本文化会館（以下、JKI）との協働の観点から、ドイツにおける継承日本語教育事業の展開を概観し、その成果と意義を検討することを目的とする。TMTは2015年に結成し、ドイツを中心に複数の言語・文化の中を生きる子どもたちや家族のエンパワメントを目指すチームである。2021年に公開した『わたし語ポートフォリオ』（以下、『わたポト』）を軸に、「ドイツ発 複言語ファミリーをつなぐポータルサイト『つなぐ』」（以下、つなぐサイト）をJKIと共同で運営し、複言語キッズの日本語の育ちやそれを支える周りの大人をつなぐ活動を展開している。一方、JKIはTMTの結成当初から関わりを持ち、2021年のつなぐサイト公開までに複数回に渡り講演会等を共同で実施している。2019年の「日本語教育の推進に関する法律」公布、及び2020年の「日本語教育の推進に関する施策を総合的かつ効果的に推進するための基本的な方針」閣議決定を受け、2019年より事業計画に組み込み、ドイツ語圏を対象とした継承日本語教育事業を展開している。つなぐサイトの公開以降は、サイトの共同運営を中心にＴＭＴとの協働を発展させ、『わたポト』普及事業や『わたポト』の考え方を伝えるワークショップ共同開催も行った。本発表に向けて、TMTの活動記録及びJKIが所有する事業報告書から、TMTとJKIの活動を中心にそれを取り巻くドイツにおける継承日本語教育事業を抜き出し一覧にまとめた。それをもとに関係者で成果と意義について検討した結果、親子支援を中心とするTMTと機関支援を基礎とするJKIの協働によって、ドイツ国内の継承日本語教育事業の広がりと新たなネットワーク形成が挙げられた。発表では、これらをもとに、両者の協働がうまく回った要因及び今後の継承日本語教育事業の展開に向けた課題を議論する。 |
