Abstract:
Currently, in the economy of agriculture, forestry and fisheries, food and processing industry of the Kyrgyz Republic, which are the main components of the agricultural sector of the country, there are quite deep issues of the systemic pattern, which determines the importance and need to modernize this field and transfer it to an innovative way of development. The basis of modernization is the need for scientific justification and practical application of new agro-industrial formations that promote a vertical integration, combining agricultural production with processing, marketing, supply and agro-services. The development of these fields is caused by an objective economic process associated, on the one hand, with the social division of labor and its specialization, scientific and technological progress, natural, climatic and economic conditions. On the other hand - with the need for interaction between specialized sectors and types of agricultural and industrial production. Agricultural subjects enter into this unifying movement, trying to reduce the risk associated with their professional activity, dependence on climatic conditions, the spontaneity of the agricultural market, seeking to increase the competitiveness of agricultural production and, accordingly, its profitability. Processing and service enterprises and organizations also want to ensure the stability of income due to the presence of a reliable raw material base, better use of raw materials, improving the quality of their products, their cheaper prices and the expansion of markets. The choice of one or another type of interaction between economic entities depends on the production and economic situation in the regions of the country, the state of the food market, forms of capital association and participation in their management, the capabilities of advanced (parent) enterprises of the agrarian sector.

The Kyrgyz government considers the sector of agriculture as a priority sector of economy. Each national strategy sets up a up-to-date action plan toward agricultural development. This is because more than 60% of total population live in rural areas, and about 45% of working popupation are engaged in agriculture. The statistical data shows that to advance the economic development the government should take agricultural policy making in comprehensive account. In looking into the state financing scheme the high level of credit lines is observed on paper, in practice not a such. Only larger companies have more credit opportunities rather than SMEs due to higher risks, low competition ability, etc. Are there any better practices and ways to support in agricultural SMEs and farmers? How deep and wide should the government intervene to SMEs' framework to promote agricultural economy? Moreover, due to climate change issues the government studies introduction of new green technologies into all sector of economy. In what way it is beneficial to farmers and agricultural SMEs is unclear due to lack of researched done in that field.

Paper abstract:
The Green Economy concepts covers in general all sectors of economy, including rural or agricultural economy. The book might content all necessary drivers to boost the economy of agriculture in that way which will not hinder the green development way. Otherwise, it will require to review all foundations to start from the begininig and take much time to re-direct current position towards advancing green economy. Why is cluster modernization the optimal way to develop the sector of agriculture, especially for the Kyrgyz Republic? Are there any lessons learn from world's practices and policies? Is there any SWOT analysis or comparative one to study? The book demostrates the hope for finding a proper way of development.

The objectives of the cluster policy in agro-industry are to identify the key priorities, master plans development and provisions of clusters with financial and technical resources. Currently, agricultural production of "Grain", "Milk", "Meat", "Potatoes", "Vegetables-Bakchy", "Sugar", "Vegetable oil", "Fruit-berries", "Fish" was selected. However, to implement this policy the financial and technical resources must be properly introduced with support of local, national and international financial institutions and other development organiziations. To find all these resources is the main difficulty the government faces. What recommendations are needed to come to the correct solutions? The title of the book is promising in finding the best appropriate way of development, particularly for the Kyrgyz Republic as an agrarian state.
