Abstract:
This roundtable is created as a unique sharing platform to both scholars and experts who would like to address the challenges and to present opportunities brought from developing and implementing the policies and programs under the framework of the Green Economy Concept of the Kyrgyz Republic. When looking through the well-established policies and the comprehensive national programs developed towards implementing the transition for green growth in the Kyrgyz Republic, more opportunities are accordingly foreseen in all sectors of economy. For example, agriculture experts will share their experience on using the green technologies that have been already applied in rural agriculture while scholars on agricultural development and production are predicting the increased number of environmental risks if extensive agriculture is continued. In addition, the Green Economy related projects’ objectives set up by international financial institutions include the green finance and climate investments for SMEs which will apply the environmentally friendly policies and practices to run production business. Furthermore, the country’s destination on the Silk Road and its nature with diverse mountain sceneries and lakes make the Kyrgyz Republic the most visited country by tourists around the year. Therefore, to switch to green or ecotourism is considered the most vital issue to be solved by the local authorities, tourist agencies and involved stakeholders altogether. In considering the Green Economy concept, sustainable cities, or green cities, are as well of high importance and value for the country for long-run perspectives. Especially, in cities such critical problems as air pollution, CO2 emissions and food waste should be properly reduced by introducing green practices, technologies and green urban planning to reduce all above-mentioned environmental issues. In this roundtable, a mixed group of scholars and experts will discuss their studies and practical cases and try to find out the optimal ways to solve the addressed issues, as well they will provide the opportunities, or prospects, of the Green Economy Transition for the country as a whole.
Данный круглый стол создан как уникальная платформа для обмена мнениями между учеными и экспертами, которые хотели бы рассмотреть вызовы и представить возможности, возникающие при разработке и реализации политики и программ в рамках Концепции зеленой экономики Кыргызской Республики. Если посмотреть на устоявшуюся политику и комплексные национальные программы, разработанные для реализации перехода к зеленому росту в Кыргызской Республике, то, соответственно, можно увидеть больше возможностей во всех секторах экономики. Например, эксперты в области сельского хозяйства поделятся своим опытом использования зеленых технологий, которые уже применяются в сельском хозяйстве, а ученые в области сельскохозяйственного развития и производства прогнозируют увеличение количества экологических рисков в случае продолжения экстенсивного сельского хозяйства. Кроме того, цели проектов, связанных с "зеленой" экономикой, разработанные международными финансовыми институтами, включают в себя "зеленое" финансирование и климатические инвестиции для малых и средних предприятий, которые будут применять экологически чистую политику и практику для ведения производственного бизнеса. Кроме того, расположение страны на Шелковом пути и ее природа с разнообразными горными пейзажами и озерами делают Кыргызскую Республику самой посещаемой туристами страной в течение всего года. Поэтому переход к зеленому или экологическому туризму считается наиболее важным вопросом, который должны решить местные власти, туристические агентства и заинтересованные стороны в целом. При рассмотрении концепции "зеленой экономики" устойчивые города, или зеленые города, также имеют большое значение и ценность для страны в долгосрочной перспективе. В частности, в городах такие критические проблемы, как загрязнение воздуха, выбросы CO2 и пищевые отходы, должны быть надлежащим образом уменьшены путем внедрения зеленых практик, технологий и зеленого городского планирования для снижения всех вышеупомянутых экологических проблем. На этом круглом столе смешанная группа ученых и экспертов обсудит свои исследования и практические примеры и попытается найти оптимальные пути решения рассматриваемых проблем, а также представит возможности или перспективы перехода к зеленой экономике для страны в целом.

The environmental protection and husbandry has been always one of the main traditions and cultural values the peoples of Central Asia for many centuries. Thus, when the Green Economy Concept was officially declared and promoted by the Kyrgyz Government, the ecotourism principles have been in a smoothly and quick manner integrated into a working framework of community based tourist services. There are numerous successful examples of sustainable eco-friendly tourist services provided within the territory of the Kyrgyz Republic like the SAKTA ecological movement. Hence, there are also some challenges to completely switch to ecotourism in the country. Ones of the challenges are about a low level of ecological education among rural residents who in order to general more income from tourism can cause drastic harm to the environment by cutting the forest to make ethnic crafted gifts or to construct more guest houses. Therefore, this roundtable allows to share our concerns and get professional and academic advices of international level.
Paper abstract:
In the world, urban development has become part of socio-economic development of each country. Specifically, cities are the main sources of environmental pollution due to increased production and consumption, transportation use, etc. To achieve the Sustainable Development Goal 11 (to make cities inclusive, safe, resilient and sustainable), the Green Economy concept has been recently introduced by the Kyrgyz government with support of international development projects. In terms of urban planning, during the roundtable how to make cities and urban communities sustainable are to be addressed by providing the good examples of sustainable cities over the world. At paper there are a lot of innovative approaches covered such as green buildings, solar farms, public green places, waste management, but there are no practical actions towards from governments and social communities. So the discussion of the issues related to sustainable cities and communities and a further joint action plan are considered to be proposed, as well a creation of sharing knowledge and skills platform with international community in sustainable cities is to be designed. In the Kyrgyz Republic there are a few successful cases like a fighting against air pollution between the city administration and NGOs, not joint efforts to solve this environmental issue.
