Long Abstract:
SESSION FULL - REGISTRATION CLOSED
The last 30-40 years have seen a growing trend towards rising income and wealth inequality in the countries of the Central Eurasia region. Research on the roots and causes of socio-economic inequality and distributional patterns in the Eurasian region is marked by a gap in academic and policy studies. One of the aims of this networking conversation is to create a forum where researchers can share and exchange their scholarship on the concepts of development in Eurasia from the interdisciplinary perspective. During the conversation, 1) (as a newly appointed Associate Professor of the M. Narikbayev KAZGUU University) I will reveal the plans to establish The Political Economy Research Centre in Kazakhstan. One of the main purposes of the Centre is to build an international network with academics, experts and institutions around the world whose area of interests are around Kazakhstan and Eurasia more broadly; 2) last week the President of Kazakhstan K. Tokaev announced his decision to create Agency for Strategic Planning and Reforms. As an insider, I know that the newly established Agency will try to attract experts from around the world (academia, research centres, etc.) to provide valuable expertise on the new package of reforms for Kazakhstan. These reforms are likely to include the socio-economic and political aspects of development of Kazakhstan; 3) more importantly, I will make sure that participants of the conversation will get to know each other and will share their plans and research agenda with others. Each participant will have up to 10 minutes to talk about her/his research and what they think about the proposed topic (Distributional patterns in the era of finance capitalism in the Central Eurasia) and the way they can collaborate with others.

About the facilitator: Dr. Kuat Akizhanov is a Teaching Fellow in Public Policy and Management in International Development Department, School of Government, University of Birmingham (UK) and a Visiting Fellow at the Department of Social and Policy Sciences, University of Bath (UK). His academic and research interests include socio-economic inequality, public policy and development economics. More specifically, from the perspective of international political economy his research focuses on neoliberalism and financialisation in various countries, developmentalism, financial crises and regulation. His study is based on interdisciplinary and methodological pluralism and adopts an ontological perspective of critical realism and different heterodox economic schools as an alternative to the methods of formalistic deductivism of neoclassical economics.
Kuat joined academia in 2015 after serving for 15 years in different governmental agencies including ministries of justice, finance, the Kazakh President’s office and as a head of a state insurance company. His research agenda involves investigating economic inequality in countries of the Eurasian region. He is currently working on a book manuscript which explores how financialisation impacts income inequality. The ultimate goal is to test the financialisation-induced income inequality hypothesis (developed in his doctoral study) in relation to the five former Soviet republics (Kazakhstan, Azerbaijan, Russia, Ukraine and Uzbekistan). His research on the political economies of the Eurasian countries needs to be seen in the context of the “big picture” of rising socio-economic inequality having its roots in processes occurring at the global level.

Модели распределения в эпоху финансового капитализма: новая повестка для исследований в Центрально-Евразийском Регионе
В последние 30-40 лет наблюдается растущая тенденция к росту неравенства доходов и благосостояния в странах региона Центральной Евразии. Исследования корней и причин социально-экономического неравенства и моделей распределения в Евразийском регионе отмечены пробелом в академических и политических исследованиях. Одна из целей этой нетворк беседы - создать форум, где исследователи смогут делиться своими знаниями о концепциях развития в Евразии с междисциплинарной точки зрения. В ходе беседы 1) (как новоназначенный доцент Университета КАЗГЮУ им. М. Нарикбаева) я расскажу о планах по созданию Исследовательского центра политической экономии в Казахстане. Одна из основных целей Центра - построить международную сеть с учеными, экспертами и учреждениями по всему миру, сфера интересов которых охватывает Казахстан и Евразию в более широком смысле; 2) на прошлой неделе президент Казахстана К. Токаев объявил о своем решении создать Агентство стратегического планирования и реформ. Как инсайдер, я знаю, что недавно созданное Агентство попытается привлечь экспертов со всего мира (академические круги, исследовательские центры и т.
